President Jimmy Carter gave the closing address on the first day of a three-day Civil Rights Summit hosted by the Lyndon B. Johnson Presidential Library in Austin, Texas. The occasion was the 50th anniversary of President Johnson’s signing of the 1964 Civil Rights Act.
